Washer

I have a washer in my garage and only use the cold water hose. Right now, the hose is not connected. Its cold out there and the washer will not turn on at all. The outlet is working because I plugged a drill into the outlet. Do I need to hook up the hose before the washer will turn on? I took the hose off because the hose froze and I had to thaw out the hose. How do I get my washer to turn on. I had it in the house and it worked fine.
