the temperature as set by the instrumentation on the top of the stove for the oven does not or appears not to be maintianed within the oven

for example a baked potatoe at 450 degrees for 4 hours is not baked but does show signs of baking ???

what can i inspect to see if there is a problem with this oven ???

ps

we are renting this home c/w with stove/range
and the controls up/dwn arrows on rt side of led are not labelled

im thinking we may not be starting oven properly altho it does have a knob setting for oven and knob setting for temp ???
