Kenmore 110.66702692 dryer.

Heating element won't shut off. I noticed my timer would keep running on my dryer (kenmore 110.66702692) and also the heating element. The timer would cycle thru all settings. It does dry clothes fine. But the only way to shut off is to remove power. This started shortly after I replaced a broken belt. As a first step, I replaced the timer thinking it was that, but the new one acts the same (bad use of $100). Is there no safety device that shuts down the element when the drum stops? I am assuming some other control to the timer is not functioning and allowing the element and timer to keep running.
