Inglis Niagara electric range - Electrical Gremlins

Used Inglis Niagara electric range that came with my house. Several years old.

One day it spontaneously stopped working. No clock display or anything. The display comes on (flashing as if the time needs to be set) when I turn one of the knobs for a burner on.

I troubleshooted (troubleshot?) the outlet and it was fine; the range has two 120V outlets on the top which i also troubleshot and the one of the left still gives 120V all the time but the one on the right only gives 120V when the knob is turned.

all of the fuses have continuity and appear to be in good condition. the sylvania FS-2 starter (ballast) does not have continuity across the poles but i'm not sure if that's normal or not. i'm thinking it is.

any ideas what specifically could be wrong with my stove? think i'll have to get a new one.

Inglis Niagara stove fuses

I need a map of where the fuses go for an Inglis Niagara stove model NR5-35280 type 30P 125-250V. I took them out as they were rusty and the diagram to put them back is not legible.
